Page 255-6 ennumerates the history of name changes of the Town of Newark Valley:
12 Apr 1823: town of Westville
24 Mar 1824: name of town changed to Newark
"The name of the town, changed 17 April 1862, to Newark Valley, should once more be changed to Arkley, that it might be distinctive, and never again be confounded with Newark, N. J., Newark in Wayne Co. N. Y., or with Cherry Valley, N. Y." [the name change to Arkley suggested by the gazetteer editor was apparently not implemented, so the confusion has continued.]Further evidence for changing birth and death places to Newark Valley, Tioga County, New York:
Hope Cemetery, Newark Valley, Tioga County, New York is the burial place of Willard's grandmother, Patty (Thurston) Whipple (I51864) and of 3 of Willard's siblings who died young:

- Francis Whipple (I51875)
